Notify the providers currently selected of the recall via text message.
A text message can be sent to providers selected in the recall list by using tool 'Notify Providers'. Only providers with a verified mobile number can be notified and only those providers can be selected in the recall list. Providers with more than one verified mobile number are sent the recall notification to each of these numbers.
